ORGANIZATIONAL UNIT


The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

TERMS OF REFERENCE

The International Telecommunication Union Arab Regional Office is collaborating with the Food and Agriculture Organization (FAO) to organize a Digital Agriculture Solutions Forum 2023, hosted by Jordan from 11 to 13 July 2023. The event was conducted as a hybrid event, addressed key issues and helped members identify, develop and sustain digital solutions for the agrifood systems in the NENA region, with a focus on climate change challenges.

In light of the above a consultant will be contracted to help in the reporting of the event. In specific the the consultant will be responsible for:

1. Preparing a summary of the discussions and outputs of each of the sessions in the programme.
2. Preparing the output report for the forum and exhibition at large and an executive summary of the report named “policy brief” that provides insights to the governments on the main policy recommendations and outputs of the forum.
3. Participating in all briefing meetings with the FAO team and contribute to the promotion of key outputs of the event on behalf of ITU.
4. Preparing a policy brief on the status of digital agriculture in the Arab region with recommendations on steps that need to be taken by stakeholders to improve the ecosystem based on the forum discussions and outcome.
5. Preparing a concept note to assist countries in the Maghreb region on digital agriculture national strategies and work with the FAO and ITU to initiate this assistance.
6. All tasks above to be done in cooperation with the identified team by FAO.

CONCRETE DELIVERABLES

The consultant will be responsible for developing and submitting for approval the following deliverables:

1. Draft summary of each session in the forum and social media tweets on key takeaways.
2. Draft an outcome report for the forum and an executive summary.
3. Draft a PowerPoint presentation on the outcomes of the forum.
4. Draft policy brief as described above.
5. Draft concept note to assist countries to develop their digital agriculture national strategies.

The ITU will retain the copyright of all the presentations and reports which should also be submitted in editable format as well as final versions.


COMPETENCIES

  • Excellent analysis, drafting and report presentation capacities.
  • Excellent verbal and written communications skills demonstrated ability to take initiative and work independently with limited supervision.
  • Comprehensive background and understanding of the subjects related to a Digital Agriculture Solutions.

QUALIFICATIONS REQUIRED


Education: Advanced university degree in telecommunication, computer science, information technology or relevant field such as engineering etc., OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields.

Experience: At least five (5) years of progressively responsible experience in the field relevant to the post.

Languages: Advanced level of English.

REMUNERATION INFORMATION

Between USD 280 and USD 360 per working day depending on the work experience of the consultant.
